The Paul and Helen L. Grauer Scholarships are offered to a licensed radio amateur (any class) majoring in electronics, communications, or a related field of study. To qualify, you must be an Iowa, Missouri, Nebraska, or Kansas resident and attend a college/university there. To apply, you need an essay and a letter of recommendation.

Not all scholarship providers use portals—some will just require that the application materials be sent via email.
